The collection of seaport infrastructure fees is allowed by the People's Council of Ho Chi Minh City to be implemented from 0:00 on April 1, 2022. As of May 31, 2024, Ho Chi Minh City has collected VND 4,717.69 billion (an average of VND 5.96 billion/day). The above amount has been used by the city to supplement investment in a number of projects to strengthen the connection of seaports, such as the construction of An Phu intersection (progress reaches about 40%, expected to be completed in December 2025); My Thuy intersection (progress reaches about 45%, expected to be completed in January 2026); the project to expand Dong Van Cong street (the section from Giong Ong To bridge to My Thuy bridge) has now been completed, the traffic organization part will be completed in June 2024.

Ho Chi Minh City currently owns the largest seaport system in Vietnam and is in the top of Asia's major seaports. However, roads connecting seaports with the outside are lacking and weak, leading to frequent congestion of transport on the routes in and out of seaports. The collection of seaport fees is a policy of Ho Chi Minh City to increase revenue to have more funds to expand port access routes (similar to the policy of Hai Phong city that has been applied for a long time).
