According to the Lang Son Department of Industry and Trade, from August 1, 2024, vehicles transporting import and export goods through customs clearances and specialized roads belonging to the Huu Nghi (Vietnam) - Huu Nghi Quan (China) international border gate must comply with international treaties and the provisions of Vietnam's internal law. Accordingly, means of transporting import and export goods through Lang Son border gates must have at least 7 types of valid papers as prescribed.
On July 18, 2024, the Lang Son Department of Industry and Trade announced the method of forwarding and receiving import and export goods through customs clearance channels and specialized roads for transporting goods in the pair of Huu Nghi (Vietnam) - Huu Nghi Quan (China) international border gates from August 1, 2024.
Regarding the two-way freight forwarding method, the Lang Son Department of Industry and Trade said that at the beginning of 2020, due to the complicated situation of the Covid-19 epidemic, Lang Son province agreed with Guangxi (China) to implement the two-way freight forwarding method during the implementation of the prevention and delivery of goods. fight the Covid-19 epidemic to improve the capacity of customs clearance of import and export of goods through Huu Nghi international border gate.
At present, the time for the prevention and control of the Covid-19 epidemic has expired and in the Road Transport Agreement between Vietnam and China, the Protocol for the Implementation of the Road Transport Agreement between Vietnam and China has not been stipulated, so the two sides have agreed not to continue to implement this two-way freight forwarding method. Lang Son Department of Industry and Trade added.
The Lang Son Department of Industry and Trade emphasized that currently, customs clearance roads, specialized roads for transporting goods (including specialized roads for transporting goods in the area of landmarks 1119-1120, specialized roads for transporting goods in the area of landmarks 1088/2-1089, customs clearance roads of Coc Nam - Lung Nghiu in the area of landmarks 1104-1105) have been officially announced as part of the international border gate pair of Huu Nghi (Vietnam) - Huu Nghi Quan ( China).
Therefore, the management of means of transporting import and export goods through customs clearance routes and specialized roads of Huu Nghi (Vietnam) - Huu Nghi Quan (China) international border gates must comply with international treaties including: Road transport agreements between Vietnam and China, The Protocol for the Implementation of the Road Transport Agreement between Vietnam and China, international practices and provisions of Vietnam's internal law.
Regarding the conditions on papers of import-export goods transport vehicles when carrying out exports, according to the Lang Son Department of Industry and Trade, import-export goods transport vehicles when carrying out import and export through customs clearance roads and specialized roads in the pair of Huu Nghi - Huu Nghi Quan international border gates (including specialized roads for transporting goods in the area of landmarks 1119-1120 (Huu Nghi - Huu Nghi Quan), specialized road for transporting goods in the area of landmark 1088/2-1089 (Tan Thanh - Po Chai), customs clearance road in the area of landmark 1104-1105 (Coc Nam - Lung Nghiu) must have all valid papers as prescribed at Point 2.2, Clause 2, Article 6 of the Protocol for the Implementation of the Road Transport Agreement between Vietnam and China signed on October 11, 2011 and Clause 6, Article 16 of Circular 37/2023/TT-BGTVT dated 13/12/2023 of the Minister of Transport regulating the management of cross-border road transport activities.

The Department of Industry and Trade of Lang Son also requested agencies, departments and branches including: Border Guard, Customs, Department of Transport, Department of Information and Communications, Management Board of Dong Dang - Lang Son border-gate economic zone, quarantine agencies in Lang Son province to direct units, functional forces at the border gate coordinate to propagate, manage, inspect and strictly control vehicles to deliver and receive import and export goods through customs clearance routes and specialized roads of Huu Nghi international border gate to ensure compliance with the provisions of law and the guidelines of the Provincial People's Committee in Notice No. 387/TB-UBND dated July 11, 2024.
In addition, the Department of Industry and Trade of Lang Son proposes that enterprises, traders, shippers, transport business units, drivers of import-export means of transport, units wishing to trade through border gates in Lang Son province actively grasp the above policy; ensure the preparation of all valid documents as prescribed to facilitate the implementation of import and export procedures.
At the same time, comply with the inspection, supervision and guidance of functional forces at the border gate, comply with the process of delivering and receiving import and export goods through customs clearance routes and specialized roads for transporting goods in the pair of international border gates Huu Nghi (Vietnam) - Huu Nghi Quan (China).
